National Biosafety Framework of Sri Lanka finalised

THE National Biosafety Framework of Sri Lanka (NBFSL) has been finalised
and it has been formulated in line with the Cartagena Protocol on
Biosafety, Environment and Natural Resources Minister A.H.M. Fowzie said
recently.

The Minister was speaking on the occasion of the launch of the National
Biosafety Framework and Biosafety Website of Sri Lanka at the auditorium
of the Sri Lanka Foundation Institute in Colombo.

The Environment and Natural Resources Ministry is the National Executing
Agency and National Focal Point for biosafety and thus was entrusted with
the task of formulating the NBFSL.

Minister Fowzie explained that the Cartagena Protocol on Biosafety
provides an international regulatory framework to ensure an adequate
level of protection in the field of the safe transfer, handling and use
of Genetically Modified Organisms (GMOs) resulting from modern
biotechnology that may have adverse effects on the conservation and
sustainable use of biological diversity.

It also takes into account risks to human health, and specially focusing
on transboundary movement. The completed NBFSL has as its main element A
Regulatory regime; an Administratory system; Risk Assessment and
management procedures; Mechanism for public participation in decision
making and A Biosafety Policy.

Minister Fowzie also said that the decisions embedded in the framework
has to be implemented until the new biosafety law which is proposed is
framed and passed in Parliament and emphasized that awareness programmes
must continue and the website regularly updated.
